A/C Tune-Up

Southern California Edison defines the A/C tune up as the following:

Test refrigerant charge
Clean the condenser coil
Changing filters

With the summer heat soaring, my electricity bill is reaching for the sky as well. Performing a tune up will probably help a little bit. But to get the maximum payback, I'm wondering how difficult it is to do-it-myself. The last two sound easy enough. But how would you test the refrigerant charge?
