Grow Stone - How to Participate in the Referral Event?

I see a referral event in the friends menu (see screenshot below). But how do I refer friends?

Instruction says,

"Get recommendations from newbies!
Recommender will receive 300 Ruby.
Recommendee will receive 30 Ruby and 8 item crystals each time.
Please promote Grow Stone to friends around you.
(Player can be recommended up to 50 times.)"

That sounds pretty awesome. But how do I recommend someone? I do not see any buttons to recommend? And if I can't recommend anyone, how does other people recommend me?
