Fixing the "Touch to download MMS message."

For a while, after upgrading to Android 6, my phone stopped receiving MMS messages. I switched back and forth between Hangout and Messenger, but it didn't help. After digging around, I finally fixed it on my phone and confirmed fixing it on my friend's phone as well (we were on the T-Mobile network). To fix it, do this:

Go to "Settings".
Tap "More".
Tap "Cellular networks".
Tap "Access Point Names".
Tap your cellular network. My phone says "T-Mobile GPRS fast.t-mobile.com". My friend's phones says "T-Mobile US LTE fast.t-mobile.com".
Tap "APN protocol".
Change it from "IPv6" to "IPv4/IPv6".

Then your phone will work with new incoming MMS messages. It will not affect MMS messages that you already received and can't download.
