Wayne Dalton Plus Spring Release cable tension

I'm having trouble with my garage door. It is using Wayne Dalton Plus spring system. The LH side is winding shaft is red, and RH side is gray. Both the cables have tension on them. The RH side winding shaft is moving freely by hand when I disengage the latch from the inside gear by pressing it down. I can freely move the winding shaft by hand.

I think the spring inside is broken. I can't figure out how to release the cable tension on RH. I also checked the LH side and I turn it with ratchet to release the tension and it works as it should.

I would really appreciate of any help.
