idrive TorqueMaster only moves 8 inches

I have a torquemaster with an Idrive on a 16' garage door installed in 1993. Today 12-7-09 the door just started only going up about 8 inches and stops It labors very hard to raise it the 8 inches. When I push the button again it slams down. After looking the cables on the door when closed are a little loose on the right side and very loose on the left side. does this sound like a broken spring or what?

The papers that come with the torquemaster say that the settings are only a recommended starting point you are supposed to continue to wind the spring or unwind until the door is balanced. when you lift the door 18" off the floor it should not close by itself or raise by itself. You should adjust spring tension in 1/2 turn or smaller equally on both sides until door is balanced.

Is the door difficult to lift by hand (with the garage door opener disengaged)? If so, then it's either the springs, the cable, or the tracks.
