Non-ASCII Double-Quote Characters in WinSCP Editor

I normally edit my BASH scripts on a remote server using WinSCP. When I did that today, all my double-quote characters are different (see the second line in the screen shot below). Needless to say, after saving the file, BASH reports the following errors:

unexpected EOF while looking for matching ``'
syntax error: unexpected end of file

I don't know how I turned these strange quotes on in the WinSCP Editor. Anyone know how to turn them off?
