Dawn of War: No Unit Cap Mod Pitfall

After getting the Dark Crusade ModTools 1.20, I've been trying to make a mod that removes the unit cap. Although it's not possible to have no cap, it is actually possible to increase the cap number to a point where it seems like there is no cap.

I have spent all night trying to make this mod. Because even though I had changed the "max_squad_cap" and the "max_support_cap" values to 99, I just do not see these numbers when I'm in the game.

Finally, by midnight or so, it occurred to me that I've reached the maximum squad cap of 20 because I needed more buildings to have more units. It wasn't because my mod hasn't worked.
