Dock Causes Mac OS X to Get Stuck

Bumped into a strange problem today. I had added "Terminal" to the "Dock". When I clicked on "Terminal", it is high-lighted, but the "Terminal" never executed. Then the "Dock" just gets stuck there, never hiding itself as configured. I clicked on "Terminal" a few more times. The pointer just turns into the swirling busy animation. At first, I can still click on the Finder menu. But now, even that is stuck. At this time, Mac OS X is completely stuck. I have no way of recovering it. The only thing I can think of is turning the computer off and then on. Anyone seen this kind of symptom?
