Drag-and-Drop Problem in Ubuntu 13.10 (Saucy Salamander)

Just found a real deficiency in Ubuntu 13.10. You can't drag-and-drop anything onto a shortcut. When you try, the directory listing jumps around so you can't actually drop the object onto the shortcut. It's driving me nuts!
