Is it time to replace the laser printer drum unit?

My Brother MFC-7820N laser printer started printing blotches on paper. It does down the right side of the page and a bit on the left side (see attached scan). It started last week and I thought it's a hickup that might go away. But, now, it's obvious that it's consistent. I took out the toner cartrigde and drum unit. I noticed that there are toners on the drum, so I cleaned it off with a paper towel. But that didn't help. Now the problem seems worse, being close to thick solid black line that runs down the page. Is this a symptom of the drum unit need replacement? Or is this just bad toner?
