What's Creating the TopBuzz Notification on Android?

Recently my Android phone has been spamming me with a notification from TopBuzz, like once a day. The notification is as follows:

Personalized news just for you

I don't have the TopBuzz app installed. And if I tap that notification, then it installs the TopBuzz app. I haven't been able to figure out which app is creating this notification, so that I can disable it. Does anyone have any ideas?

I'm having the same problem and I do not install stuff on my phone. I have had the same 6 programs on my phone since I bought it 6 months ago and just recently I've been seeing this crap. WTF! topbuzz crap!
if you look to see whats sending the notifications you'll see that it is a system process called "Android Tools". When you try to disable the process you can't, it's greyed out. You can force stop the process but it just restarts and usually sends a new popup notification.

Serious!? What brand and model phone do you have? I wonder if its provided by the phone manufacturer. I have a Blu Pure XR.
