League of Legends: Who's the Jungler?

While playing League of Legends (LOL) with my brother tonight, me made me realize something. He made me realize that you can determine who's going to jungle on both sides, during the champion load screen, where you can see champion and spells on both sides. It's quite simple but I never thought of it.

The trick is... which summoner has "Smite". Smite is a summoner spell that "Deals 445-870 true damage (depending on champion level) to target enemy minion or pet". In other words, it allows your jungling champion to jungle at level 1. In high level (level 30) summoner gaming, it's likely only one champion on each team will get Smite. That's because there is usually only one jungler on each team.

When will this logic fail?
It usually fails at low level summoner gaming. That's because low level summoners are usually experimenting with different summoner spells. They haven't figured out a build and the best summoner spells to complement it.

What if there are two summoners with Smite?
Unlikely in high level, but it could happen. One will probably jungle. The other? Not so sure. In lower level, it's highly possible that multiple summoners would get Smite.

What if there is no summoners with Smite?
Perhaps, no jungler. Not so sure if there are any champions that can jungle without Smite. Let us know what you think.

By the way, during champion load screen, the summoner spells are shown below the champion. But only the graphics is shown, not the spell name. So you'll have to remember what the Smite spell looks like. I've attached the Smite spell image below. Remember it.
